Version 22.3:With the March 2021 release, Photoshop runs natively on Apple Silicon devices, bringing speedier selections, filters, and performance boosts. For now, some features including Invite to edit and Synced presets, are available under emulation mode only.

You can download filters from the cloud and use them to start editing. Click Filter > Neural Filters. Inside this panel, you can find all featured or beta neural filters in one place. When I try to use a neural filter, I get an error "there was an error running this filter" and a warning "there was an issue running filters". I suspect this is because on my corporate network we use an internet proxy. Is there a way to set proxy settings in Photoshop?

Hi. Not sure if it'll help you, but I have problems with all the neural filters if I have Preferences>Performance>Use GPU (or similar wording) turned on. When I turn it off, Neural filters aren't fast, but they work fine. Perhaps try turning off GPU?
